Universiti Kuala Lumpur (UniKL) has reaffirmed its commitment to the establishment of the ASEAN TVET Recognition (ATR), an initiative aimed at developing a regional recognition framework for Technical and Vocational Education and Training (TVET) qualifications.

The reaffirmation follows a presentation by the Director of UniKL’s Center for Rural Economic Development (CRED), Ir. Ts. Allina Abdullah, who presented the ATR Concept Note as part of Malaysia’s delegation at the 5th ASEAN TVET Council (ATC) Meeting, held on 12–13 March 2026 in Bangkok, Thailand.

The proposed framework is intended to support cross-border recognition of skills, enhance workforce mobility, and strengthen the quality and relevance of TVET across ASEAN Member States.

UniKL’s involvement in presenting this regional initiative highlights the university’s expertise and its growing role in shaping TVET policy discussions at the ASEAN level.

Through active participation in this high-level meeting, UniKL continues to support Malaysia’s commitment to advancing TVET as a key driver of human capital development, economic integration, and social prosperity within the ASEAN region.

The meeting, themed “Advancing Regional Integration of TVET,” gathered representatives from ASEAN Member States to review progress and strengthen collaboration in Technical and Vocational Education and Training (TVET) across the region.

Malaysia’s delegation was led by the Secretary-General of the Ministry of Rural and Regional Development (KKDW), Datuk Muhd Khair Razman Mohamed Annuar, and included representatives from several key institutions, such as the Ministry of Human Resources Malaysia, Ministry of Higher Education Malaysia, Majlis Amanah Rakyat (MARA), and UniKL.

The meeting served as a strategic platform for ASEAN countries to evaluate progress in TVET development, identify existing gaps and challenges, and agree on collaborative strategies to strengthen regional integration in skills development.

As part of the meeting agenda, Malaysia delivered several key presentations related to the ASEAN TVET Council Work Plan 2021–2030, including updates on the 4th ASEAN TVET Council Regional Policy Dialogue, the ASEAN Green Jobs Forum 2025, and the proposed ASEAN TVET Recognition (ATR) framework.

Note: In line with Malaysia’s aspiration to achieve the Sustainable Development Goals (SDGs), Universiti Kuala Lumpur (UniKL) continues to strengthen and expand its efforts through various initiatives. This article particularly supports SDG 4 (Quality Education), SDG 8 (Decent Work and Economic Growth), SDG 10 (Reduced Inequalities) and SDG 17 (Partnerships for the Goals).
